War Child is striving for a world where children’s lives are no longer torn apart by war. We are the only specialist charity for children in conflict, delivering high-impact programmes that are rebuilding lives across Afghanistan, Iraq, Jordan, Uganda, the Democratic Republic of Congo (DRC) and Central African Republic. We understand children’s needs, respect their rights, and put them at the centre of the solution - from supporting Syrian children to access education, to reintegrating child soldiers in the Central African Republic and upholding the rights of children caught up in juvenile justice in Afghanistan.
We aim to reach children early in the conflict cycle and stay to support them through their recovery, providing education and protection services and also building longer-term livelihood opportunities. We support children to deal with the traumas of armed conflict, equipping them with the skills and knowledge to go back to school, and providing training to young people so they can support themselves. We believe that children and young people know what matters to them and that their voices and demands should be heard – we work with them to build their confidence as advocates and to mobilise others to take action in support of them.
Purpose of Post
This role will lead on high quality technical and advisory support to child protection programmes in Afghanistan, Yemen, Iraq, Jordan, Democratic Republic of Congo and Central African Republic with a view to expansion. The Advisor will embed the international child protection standards by working collaboratively with other technical staff, partners and consultants to support the development of integrated Child Protection approaches within Psychosocial, Education-in-Emergencies and Food Security & Livelihoods programming.
The successful candidate will lead the implementation of the Child Protection Strategy; supporting programme design and development, case management systems, employing child participatory approaches in accountability and learning. This role is UK-based although you will be expected to travel up to 30% of the time (subject to security considerations). The role will support War Child programmes that currently include Children Associated with Armed Forces and Groups, Case Management, Community-based Child Protection systems-strengthening, Sexual and Gender-based Violence in conflict settings and Access to Justice.

You will have substantial experience and skill in conducting rapid emergency assessments, high-level interagency coordination, capacity building and competency development, child protection monitoring and evaluation, developing child participation and child-friendly accountability mechanisms and supporting innovative approaches for responses, considering the immediate and longer-term needs of children and their families.
JOB SPECIFICATION: TASK AND RESPONSIBILITES:
1) Advise, Support and Implement CP Strategy and Portfolio (30%)
• Be the global technical lead for Child Protection, ensuring quality technical advice and support is provided to all programmes based on international and organisational standards
• Provide technical input to and assist in all stages of the programme cycle
• Lead on identification of funding and collaboration opportunities to implement the Child Protection strategy to increase reach and improve quality
• Support the integration of programmes within other thematic sectors (psychosocial support; education-in-emergencies; food security and livelihoods) to achieve comprehensive outcomes for children based on organisational Theory of Change and Corporate Strategy
• Develop Theories of Change for core programmes and interventions
• Lead on a comprehensive Child Protection case management system
• Undertake the development and promote the usage of CP-related tools, methodologies and innovative approaches
• Support in all aspects of recruitment of CP technical staff and consultants
2) Building capacity of staff and partners (30%)
• Work with country offices to strengthen CP programming by building capacities of staff and partners, setting minimum standards, improving approaches and methodologies
• Build capacity through training, accompaniment, demonstration, coaching and mentoring in person and remotely
• Lead on child protection assessments and capacity in CP programmes and make recommendations on the most appropriate implementation and capacity-building methodologies when required.
• Embed international and organizational standards for the improvement programmes
• Support and advise programmes on Child Safeguarding Policy and procedures.
• Provide technical child protection inputs into the country annual planning process
• Travel to insecure environments to assist in CP programme start-up, rapid needs assessment, monitoring and support (depending on security)
3) Knowledge Management, Accountability, Research and Learning (20%)
• Support child protection research initiatives in collaboration with research and academic institutions and think tanks
• Develop and pilot-test innovative child participatory and child-friendly accountability feedback mechanisms
• Embed child protection standards and improve quality through Communities of Practice, discussions fora and learning events to support cross-team learning
• Meaningfully share learning from monitoring, evaluations and research and incorporated into the development of future projects
• Maintain and apply knowledge of both current, and newly emerging monitoring, evaluation and accountability innovative methods
• Lead on the development of on-line and printed child protection resources, publications, case studies, learning reviews, communications, evaluations and academic research
4) External/Internal Relationships, Collaborating and Partnerships (20%)
• Lead on organisational representation for the Global Alliance for Child Protection in Humanitarian Action, Child Protection Area of Responsibility and other sectoral fora and networks
• Help identify and support relevant partnerships and opportunities with donors, humanitarian agencies, academics institutions and private sector to build-up War Child’s CP profile, funding opportunities and innovative approaches to CP
• Collaborate with War Child staff from other departments on child protection in emergencies related initiatives, to provide technical input in policy and communication materials
