War Child UK is now going through a period of exciting change, with a scale up in its portfolio of programmes in DRC. The Country Office extended its presence in a third location through the opening of a new programme in Kasai (Tshikapa, Kananga, Mbuji Mayi). We now need to secure this recent positioning and continue to have ambitious plans to increase the scale and sustainability of our programme. Our new Programme Quality Manager in DRC will lead the response to this challenge. The position will drive the growing team forward and oversee the safe qualitative and effective implementation of these programmes, whilst leading on efforts to scale up through a more diverse portfolio of funding in response to the growing humanitarian needs in the country.
Your role
An integral part of the Senior Management Team in country, The Programme Quality Manager will be responsible for ensuring good strategic leadership of programmes in the DRC, ensuring programme monitoring towards quality implementation, managing key risks and supporting the team to deliver programmatic goals. The role will also lead technical representation and coordination efforts across three offices in Kasai (Kananga, Tshikapa and Mbuji Mayi), with the key objective of securing our recent scale up and supporting the impact in quality implementation for our programme in order to meet the growing needs of conflict affected and displaced children in the DRC. The role is managed by the Country Director in the DRC and will line manage the MEAL team (based in Goma and Tshikapa), and other project and technical staff in line with programme growth.
Your responsibilities
• Actively contribute to programme strategy development in the themes of Child protection, education and livelihoods, ensuring cross cutting themes (gender, disability and accountability) are integrated in programme engagements;
• Work closely with the SMT in country to ensure relevant, effective and efficient grant management and operations support systems to programmes are in place and improved;
• Lead on the implementation and improvement of MEAL systems;
• Support programme development, proposal and fundraising at country level;
• Ensure strategic presence of WCUK in key humanitarian and development forums and clusters;
• Support the development of partnerships with donors, UN agencies, INGOs and other key actors;
• Work closely with the SMT in country to ensure that the support to programmes systems in place are relevant and adequate to a quality programme implementation;
• Work closely with the Finance team to ensure timely implementation of grants and monitor expenditure closely to reduce the risk of disallowable costs in line with minimum programme quality standards for WCUK in Kasai;
• Maintain overview of internal and external programmatic audits and ensure any findings/ recommendations are acted upon;
• Provide line management leadership to MEAL staff ensuring they are well supported and guided to supervise the projects. Performance-manage staff in line with organisational processes;
• Work in collaboration with the Head of Programmes for the DRC and Area/Programme Managers to coordinate the work of a multi-location and multi-skilled team, ensuring quality outcomes and collaboration within the team to achieve programme strategy.
