Training and technical advisory support for Phase 2 implementation and testing of Community-based Reintegration pilot of Children Associated with Armed Forces and Armed Groups (CAAFAG) in Democratic Republic of Congo (DRC)

The purpose of this assignment is to support War Child UK in the training and technical support of field teams in DRC on community-based reintegration programme for CAAFAG.

This consultancy (or consortium) will aim at ensuring that the CAAFAG reintegration implementation and testing by War Child UK in DRC is robust and properly supported, technically, tested and evaluated to inform future child protection practices and enable effective prevention, rehabilitation and reintegration of children associated with armed forces and armed groups (CAAFAG).
In this view the consultancy will aim at:

  1. Training of the War Child UK DRC staff on CBRS with a focus on the implementation modalities and monitoring and evaluation, guidance to the DRC staff to conduct the remaining key assessments including a ToT for the DRC staff on training of the CMC and the other CBRS structures
  2. Assist with the development of an integrated case management toolkit for the ICRS using the DRC IA CP Case Management toolkit as a starting point and adapting it to also ensure CAAFAG reintegration case management forms/tools are included
  3. Assist with the integrated case management database design (based on the CPIMS used in country and adaption of the CBRS online database developed for Iraq or adaptation of LISA child helpline software) and
  4. Setting up of the ICRS – training of ICRS staff
  5. Undertake quarterly remote/on ground (as may be possible) reviews of the implementation and use the outcome to improve the overall CBR assistance.
  6. Design external midterm and end line review of the pilot focusing on data to collect; support to other elements of the research agenda
    3.Process and Methodology:
    The consultant is expected to provide the following:

  7. The consultant will spend the 5-6 days in Massisi/Goma training field staff (in French) and overseeing set up of programme implementation in late Jan/early Feb
  8. Presence at kickoff meeting in early Feb
  9. Quarterly monitoring check-ins’ to ensure implementation is proceeding correctly
  10. Recommendations on data to collected to monitor implementation process and to inform baseline/endline reviews
  11. Deliverables
    Expected outputs:
  12. 2-3 day ToT/training in French for WCUK DRC field staff and partners (January 2020)
  13. Six formal check-in reports to review progress against plan
  14. Review and provide support on a periodic basis in first three months to ensure successful start up of implementation phase.
  15. Data collection protocols to inform effective MEAL plan
    5.Timeframe
    January 2020 to June 2021
