Early Child Development in Emergencies (ECDiE) Consultant

Overall purpose of the consultancy/consultancies:
This consultancy will aim to complete a literature review and deliver a set of solid recommendations for future work.
The consultancy will aim to:

  • Build on the research already compiled and undertaken
  • Conduct further desk-review research into the outlined focus areas and add to the collected literature
  • Consolidate the new desk review research with the compiled research to develop a synthesized report
  • Analyse the literature gathered and present an overview of the findings
  • Conduct in-depth analyses of the state of ECDiE in each country programme in consultation with WCUK country teams
  • Develop a slide deck to describe the results found and present the completed work to the PQ team
  • Deliver a full written report for consumption by the wider War Child UK team

Expected outputs:

  • Inception report
  • A further desk review/consolidated desk review building on what War Child UK already has
  • A synthesised literature review based on the desk review
  • An analysis/profile of ECDiE in each country programme
  • The presentation of findings slide deck
  • A full written report to consolidate and summarise all findings

Timeframe: December 2020 – latest March 2021

Terms and Conditions
The consultant will use their own office/resources/materials and computer in the execution of this assignment.
Supervision and Reporting: The consultant will be responsible to keep War Child UK abreast of progress through weekly updates. They will be supervised by War Child UK’s Global Education Advisor and liaise with in-country senior management and education focal points.

Consultant/consortium specifications:
• Excellent research and analytical skills
• Experience of developing research/learning analyses and syntheses for practitioners
• Excellent knowledge and experience of child protection, education, psychosocial support in emergencies and/or working with children affected by conflict and/or with children associated with armed groups and armed forces
• Knowledge and/or familiarity of conflict settings
• Demonstrable qualitative research skills
• Highly driven, dependable and results oriented with an appreciation and knowledge of learning and assessment tools
• Excellent verbal and written skills in English (Essential)
• French and Arabic would be favourable.
• Politically and culturally sensitive
• Professionalism
Note: All Consultants will be required to abide by War Child UK’s organizational policies, namely the Child Safeguarding Policy and the Code of Conduct. The successful candidate will be required to sign a statement of commitment to this and other organisational policies prior to commencing their consultancy.
