Position: Project Officer

Responsible to: Senior Programme Manager, Jordan

2.DESCRIPTION OF THE ROLE:**

War Child UK is experiencing a period of rapid growth in its programmes in Jordan. One of these programmes, currently awaiting formal approval from the Ministry of Education (MOE) in Jordan, is the Can’t Wait to Learn (CWtL) initiative, which proposes new (cost-) effective solutions to the urgent challenges facing education for children. By utilising innovative technological solutions with a focus on educational gaming, CWtL builds on concepts which have been successfully piloted in Sudan (e-Learning Sudan). The CWtL team, including its technical partners, will work to support the Jordanian Ministry of Education to digitise the Jordanian curriculum in Reading and Mathematics into an applied gaming format, which will be used by children within schools.

The Project Officer will support the Senior Programme Manager with the daily tasks related to programme management, act as the focal point with the relevant line Ministries to ensure project approvals, work closely with local partners and actively coordinate with other (I)NGO actors working in this sector.

3.RESPONSIBLE TO

The Project Officer will be responsible to the Senior Programme Manager.

4.DUTIES AND RESPONSIBILITES OF THE POST

In accordance with Agency policy and procedures, the incumbent:

  1. Programme Coordination

  2. Monitors programme’s implementation and progress from inception to completion, reviews programme’s progress and prepares final reports;

  3. Prepares budget estimate, monitors and controls financial expenditure in coordination with the Senior Programme Manager and Finance Manager; drafts financial reports;

  4. Creates and maintains programme data base and programme master plan, follows up and updates relevant data to produce accurate information and maintains reports up-to-date information as required;

  5. Works closely with local project partners in the development and implementation of partner agreements, activity plans, budgets and reporting;

  6. Maintains close communication and proactive coordination with the relevant line ministries to ensure project approvals and implementation is on track, provides support for preparation of programme’s activities; ensuring that all necessary documentation is completed and approved;

  7. Follow up on procurement and identify the needed items and monitors projects supplies;

  8. Ensure M&E data collected is managed and analysed appropriately

  9. External representation and liaison

  10. Participates in meetings with donor representatives and accompanies them on field visits;

  11. Contributes programme information to the donor briefs prepared by the Senior Programme Manager.

  12. Liaise with Finance Manager on all programme financial matters. Coordinates the closing out of activities and handling balances with donors;

  13. Maintains contacts with counterparts in (I)NGOs, local partner organiztions, host communities and relevant ministries and update them on progress of the programme;

  14. Capacity building:

  15. Identify needs and build the capacity of community based structures and volunteers in key Programme areas.

  16. Assists the Senior Programme Manager in conducting capacity building workshops for Field staff, host community and partners and the assessment of different phases of project implementation and sharing lessons learned and best practices with the programme team, to enhance their programme management skills and capacities;

  17. Monitoring and Evaluation

  18. Support the Senior Programme Manager to establish and maintain monitoring and evaluation system to monitor activities;

  19. Identify weaknesses of project activities and propose solutions to respond to them;

  20. Report regularly on weekly team meetings to the Senior Project Manager;

  21. Assist the Senior Programme Manager to develop a plan for monitoring and evaluation in line with the reporting requirements of donors;

  22. Assist the Senior Programme Manager to facilitate internal and external evaluations of the project, the use of these opportunities and to raise the achievement of documents, challenges and learning opportunities;

  23. Compliance:

  24. Ensure compliance with the rules and regulations of War Child in all areas including financial management, record keeping, purchasing;

  25. Comply with financial, safety and child protection policies and procedures of War Child UK, managed by the Senior Programme Manager;

  26. Ensure that receipts and supporting documents are provided to the Finance Officer/Programme Manager in Amman, in accordance with the requirements of War Child.

5.WORK RELATIONSHIP

The role involves working closely with the following stakeholders:

  • Host communities’ organization

  • Relevant Ministries

  • (I)NGOs’

  • All staff in the WCUK Jordan Team

  • Beneficiaries

6.QUALIFICATIONS REQUIREMENTS

  1. Academic and Professional

University Degree in development studies, project management, economics, business administration, public relation or any other related field.

  1. Experience

  2. At least 3 years in project management in an emergency setting

  3. Experience in child development and child protection

  4. Language

Excellent command of spoken and written English and Arabic.

  2. Sound knowledge of participatory approaches

  3. Excellent planning, organisational, analytical and report writing skills

  4. Excellent computer skills: MS word, Excel and Power Point

  5. Excellent drafting skills Arabic and English

  6. Team player

  7. Accurate and systematic

  8. Commitment to War Child’s aims, values and mission

  9. Desirable

  10. Experience in building partnerships and networking with relevant stakeholders and other non-governmental organisations

  11. Knowledge and experience in Child Rights and Child protection

7.CONTRACTUAL TERMS

  • Position: 12 months short term contract (with possibility of extension depends on availability of funds)

  • Working Hours: Full time, 40 hours per week

  • Travel: Areas Inside Jordan, outside Jordan as may be needed

  • Probation: 3 months’ probation period

  • Leave: 20 days per year

The commencement date on this position will be confirmed upon getting the approval on the submitted project from the relevant ministries.
