The overall role of the Child Protection Advisor is to provide technical leadership and guidance on the development and implementation of War Child’s Child Protection work in Iraq, and to represent War Child at National and International Child Protection fora.

Job Specification: Task and responsibilites:

The overall aim of the Child Protection Adviser is to assess, design and guide staff to initiate interventions to address violations of children's rights to protection from abuse, exploitation, violence and neglect. The post holder is responsible for ensuring that quality programmes are initiated and capacities developed to protect conflict-affected children in Iraq. The post holder will be expected to lead on sectoral assessment, programme and project design and master budgeting, national level coordination, advocacy, and support fundraising, and recruitment of Child Protection Officers.

To provide leadership and management in project design, implementation, monitoring and evaluation for multiple Children in Emergencies (CiE) projects in Iraq IDPs response in Anbar and other parts of the country. The project area covers both camps and host communities.

To represent WC Iraq and Co-lead in the Interagency meetings (CPWG) in Baghdad and lead in advocacy and research related to child protection in emergencies for Iraq IDPs Crisis Response

War Child UK’s Child Protection Programming in Iraq includes:

· Psychosocial Support

· Sexual and Gender Based Violence

· Mobile and static Child-friendly Spaces

· Case Management and referrals

· Community based child protection

· Mainstreaming child protection and education.

Major Responsibilities:

Strategy development andproject management

· Contribute to the overall Iraq Emergency Response Strategy from CPiE perspective

· Contribute to any multi-sector assessments from a CPiE perspective, and lead sector specific assessment when necessary

· Co-lead the CP AoR (formerly the CPWG) in Baghdad in collaboration with UNICEF

· In coordination with programs team, lead CPiE program design (logframe, narrative, and budget) based on the assessment results

· Based on the CPiE proposals and budget, recruit appropriate staff for CPiE program (or support local NGOs to recruit appropriate staff) and build their capacity

· Based on the CPiE proposals and budget, submit list of procurement and follow them up when necessary

· Establishment and implementation of CPiE programs according to the approved proposal and budget, ensuring quality of implementation to meet program objectives

· Meet internal and external sector reporting requirements for CPiE program

· Ensure minimum quality standards for sector (including Minimum Standards for Child Protection in Humanitarian Action) and support improvement, reflection, learning and innovation

· Represent WC at appropriate Interagency and donor meetings on Child Protection, and Psychosocial Support

· Contribute to advocacy initiatives in country, regional and global level, focusing on issues related to children in emergencies

Humanitarian Principles and Accountability:

  • Ensure that programs adhere to core humanitarian principles including: Do No Harm, Neutrality; Impartiality; Dignity; Non-Discrimination; Participation and Accountability.
  • Ensure the programs take into account local capacities of local personnel and local community groups, ensure open community participation and consultation
  • Establish and support implementation of context-appropriate complaints and feedback mechanisms / Child-friendly feedback mechanisms
  • Ensure the Program Accountability Framework is integrated in CPiE
  • Ensure all CP staff and partners are trained on and understand how to implement War Child’s Child Safeguarding Policy and Code of Conduct.
  • Any other reasonable and relevant duties as assigned by the line manager
