The Global Security Advisor reports to Director Programmes with a primary focus on supporting the safe implementation of War Child Programmes in countries of operation: ensuring that our people are safe and our programmes are delivered in a secure and sustainable manner. The Global Security Advisor will also support the wider organisation by identifying strategic security risks and working across departments to develop and implement mitigation measures. War Child is growing and going through a period of organisational change, the successful candidate will have the skills and vision to identify emerging issues
and propose appropriate structural and resource changes. In the event of a security incident, the Global Security Advisor works with the country team and with the Programmes Director to manage the incident response, including where necessary working with the Crisis Management Team.
A) JOB SPECIFICATION: TASK AND RESPONSIBILITES:
Provide oversight and advice on strategic security risk management (10%)
• Provide a quarterly security risk report to CEO and the Audit and Risk Committee
summarising significant changes in operating context and any areas of organisational
vulnerability.
• In coordination with War Child Holland’s Global Security Advisor, deliver the security workstream within the War Child Global integration project. In 2019 War Child UK and Holland will be combining their programme operations.
• Monitor organisational security risk and advise when significant structural or resource changes are needed to effectively manage risk.
Support in-Country Security Management (40%)
• Working with Country Security Officers and Country Directors, monitor, analyse, report and recommend on security risks in all areas of operation.
• Review country security management documentation and tools to ensure appropriate mitigation measures are in place and sufficiently resourced.
• Work with Security Officers and Country Directors to ensure plans and procedures are properly implemented.
• Support Security Officers in organising external providers and in-house security training to International and National staff in country.
Provide security advice and expertise to London Office (30%)
• Support the Programme Funding Unit in the development of proposals to ensure security issues are appropriately considered and mitigations resourced.
• Work with the Programme Operations team to support implementation and effective reporting of projects.
• Provide advice to other departments on security issues, such as the security implications of media messaging.
Supporting travelling staff (10%)
• Working with Heads of Departments ensure new staff receive the appropriate level of training before conducting country visits.
• Provide additional advice and support to donor, VIP or other unusual trips by helping to arrange additional training, advising on additional risk and mitigation.
• Working with Security Officers ensure pre-departure information and visitor briefs are up to date.
• Provide pre-travel briefings and travel med kits and phones where necessary.
Crisis Management (10%)
• Maintain the organisations Crisis Management Plan and coordinate an annual Crisis Management Exercise.
• Ensure the organisation is appropriately resourced to respond to crises by supporting capacity development in areas such as family liaison, psychological first aid, log keeping.
• Work with Country Teams to build and train in country Crisis Management Teams.
