Background

War Child UK is seeking an experienced Program Manager to lead a major 19 month anticipated consortium in various governorates in Central and Northern Jordan. The project will deliver psycho-social, education and cash activities to children affected by the Syrian refugee crisis in host communities in Jordan. The project will provide direct support to 1,456 children and 804 parents between June 2018 and December 2019.

As the conflict in neighbouring Syria continues, an entire generation of children is being shaped by violence, displacement, persistent psychosocial distress and a continued lack of opportunity. Jordan is currently hosting almost 7000,000 Syrian refugees (UNHCR, April 2018) and structures for healthy childhood development are severely overloaded. The project will be delivered as a consortium in the urban and rural areas around Jordan. Psychosocial support, life skills, recreational activities, education and cash support will be provided to Syrian and Jordanian children through a series of ‘safe spaces’ inside community-community based organizations. Psychosocial support will also be delivered to parents and caregivers, supporting the maintenance and creation of safe and nurturing home environments.

This project is a joint, multi-INGO initiative of the War Child family.

Purpose of the Job

The purpose of the position is to realise the results and ambitions of the multi-year Project consortium in Jordan, according to War Child UK (WCUK) quality standards and donor requirements. The initial program budget (2018 – 2019) for programming in Jordan is over € 2,000.000. The position involves strategic partnership development, program and project planning, project implementation and management of a complex stakeholder program in Jordan.

Key Roles and Responsibilities

1. Programme development, planning, management, implementation and reporting.

· Lead the development of specific program plans within the project for Jordan, including detailed project plans, quality standards, timeline, detailed budgets and milestones, in strong collaboration with the international program team and WCUK program and finance department.

· Manage/oversee directly 2 Project Officers and field teams throughout the program period.

· Develop processes, tools and guidelines to ensure smooth project management and implementation.

· Ensure that available budgets are well managed and spent according to agreed plans, in collaboration with WCUK program and finance teams.

· Ensure monitoring and evaluation is integrated into programme and project design from the outset.

· Supervise project planning by implementing partners, ensuring M&E is integrated in project design.

• Lead and coordinate the contracting process of appropriate program partners in Jordan, in line with the program requirements and WCUK internal procedures.
• Supervise project management and implementation of the consortium and various (sub) projects, including by external implementing partners, assuring quality adherence, timely delivery of (sub) results within budget parameters.

· Provide guidance and support if and where needed to implementing partners.

• Intervene if and when needed in order to adhere to quality standards and donor requirements.

Results: The Program in Jordan is effectively implemented based on a well-managed consortium and sub projects, according to quality standards and donor requirements. Reports are of high quality and are timely and available to all donors and stakeholders.

2. Grant management, reporting and fundraising

· Document and share program results and the potential for replication and scaling-up with relevant stakeholders as required.

· Ensure submission of transparent, high quality and timely financial and narrative reports about program deliverables.

· Actively write/provide input to colleagues for proposal writing and fundraising purposes.

Results: Program grants are well managed and timely and appropriate funding sources are secured.

3. Partnership management, networking & sector contribution

· Ensure effective and collaborative working relationships with all stakeholders, particularly WCUK teams in London.

· Ensure effective collaboration with the Ministry of Planning and International Cooperation (MOPIC) which oversees all NGO implemented programs in Jordan, the Ministry of Social Development and the Ministry of Education, including the timely submission of reports and information requested.

· Coordinate all stakeholders and partners in Jordan, keeping them engaged, ensuring that expectations and results are being met.

· Represent the organisation in relevant (inter)national events, networks and sector groups in Jordan.

· Act as an in-country focal person for the program responding to any media requests.

Results:

Various stakeholders and partners are actively and positively engaged with the projects and program and contribute to deliver the best results possible;

Findings and (sub) results of the program are shared and used for learning purposes both in War Child as well as in the sector.

Personal Specification – Essential Criteria

Experience:

· Minimum of seven years experience in planning, project management, at least five years in a supervisory position(s). good knowledge of the application of computers in project management.

· Extensive knowledge of psycho-social support and education programming, particularly related to e-learning.

· Extensive knowledge of conflict-affected emergency, post-emergency or developing countries, specifically in Jordan or the Middle East.

· Knowledge and experience of project management in complex multi-stakeholder programmes, preferably experience within a consortium.

· Experience in developing, methods, tools, programs/interventions and delivering training.

· Knowledge and experience in monitoring and evaluation.

Education:

· University Degree in relevant academic studies (Project Management, International Development, Education Management, Social Studies, Management Information System, etc).

· MSc Degree in relevant academic studies is an asset

Language:

· Fluency of Arabic language and excellent command of written and spoken English.

Contractual Terms

Working Hours: Full Time

Nationality: Open for national staff only (Jordanian)

Probation: 3 months

Travel: Within Jordan as required, occasional visits to region and UK
