In 2017, War Child UK started an emergency response in the Kasaï Province of DRC, focusing on Child Protection, Early Education and Cash for Protection. To respond to the increasing needs of children and their communities in the region, we are currently going through a scale-up phase in Kasaï, Kasaï Central and Kasaï Oriental. To support this expansion, War Child UK is looking for a Response Manager with a Child Protection/Protection background to coordinate needs assessments, project implementation and activities, donor reporting and programme development in the region.
Consultancy Deliverables
• Work with the Area Manager, project coordinators and the Head of Programmes to oversee
management of grants including the timely implementation of planned activities and appropriate
expenditure of funds on the UNHCR and Pooled Fund-funded projects
• Ensure the timeliness and quality of donor narrative and financial reports, as per donor reporting
guidelines and War Child’s reporting standards and Grant Management Policy
• Manage programme workplans and budgets including monthly budget forecasting and quarterly
budget revisions
• Provide technical leadership and capacity building on programme implementation methodologies
in collaboration with the Kasaï Area Manager, and Child protection and Education technical
advisors to ensure quality and adherence to national and international standards and guidelines
• Manage partnerships including partners assessment and capacity building
• Identify funding gaps for programme activities and assist the country SMT in planning resource
analysis to ensure that funds are found to address those gaps in annual planning.
• Ensure that programmes are implemented in a contextually sensitive manner, taking a rightsbased
approach, and the respect of humanitarian principles such as “do no harm”
• Ensure that each activity involving the participation of children is preceded by a complete risk
analysis included in the related terms of references, and consent forms if any visual content is
collected
• Attend and contribute to the relevant interagency coordination mechanisms
• In coordination with the CD, liaise with governmental officials, international and national
organization on WCUK’s behalf to strengthen capacity on child protection, community service
programming and advocate for improved child protection systems and policies
• Participate to programme related advocacy initiatives
• Ensure that security and safeguarding are a key and central preoccupation at every step of
programme implementation. This includes the security of WCUK staff, local partners, children and
beneficiaries as well as communities where projects are implemented in coordination with the
national security coordinator
