Overview:War Child works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. Our mission is to support and improve the care and protection of children and young people who live with a combination of insecurity, poverty and exclusion in some of the worse conflict-affected places. We look forward to a world in which the lives of children are no longer torn apart by war. This is a vision that can only be realised through the collective actions of children themselves, communities and their leaders, organisations like War Child, governments and key decision makers.
Purpose of Post:
War Child UK is recruiting a Programme Coordinator who will coordinate programmes with local partner organisations, ensure these partners have the tools required to complete tasks and report effectively.
The Programme Coordinator will provide critical support in new programme development and extending War Child’s work beyond Bangui. The Programme Coordinator will be line managed by the CAR Country Director. The CD will provide direction on all issues related to programming, reporting, and monitoring and evaluation support.
A) Job Specification: Task and responsibilites:
Project Coordination
· Prepare, update and implement project work plans on a monthly basis with input from partner and all members of team.
· Maintain coordination links by attending meeting with NGO community
· Prepare regular reports on budgets and expenditures to track spending and take corrective action if necessary.
· Ensure timely grant reporting that clearly relates to the stated goals and objectives of relevant grant and relates expenditures to activities.
· Facilitate visits to the project site by donor representatives and auditors
Capacity Building and Training of local partner organisations
· Identify needs and design capacity building programme for partner in key areas including child protection, , programme management, donor compliance, monitoring and evaluation and potentially, financial and HR management
· Deliver training and where appropriate enlist external expertise
· Provide ongoing training and support to partner organisation in child protection issues
· Comply fully and ensure partner compliance with War Child’s Child Protection Policy
Monitoring and Evaluation
· Perform project monitoring and evaluation in line with donor reporting requirements and logframe
· Maintain database with beneficiary numbers
· Facilitate internal and external evaluations of the project, using these as opportunities to elicit and document achievements, challenges, learning and opportunities
Compliance
· Comply fully with War Child’s finance, security and child protection policies and procedures, managed by the Field Director.
· Ensure that receipts and supporting documents are provided in line with War Child’s requirements.
· Liaise with the Country Director and London based Programme Development and Grants Coordinator to resolve any budgeting issues
· Ensure partner compliance with all of the above.
· Assist CD in identifying and approaching in-country donors for funding of new project
Programme Development
· Participate in field assessments and donor liaison as appropriate
B) Person specification – Essential Criteria:
War Child’s office is a lively and fast-paced environment made up of a team of extremely dedicated staff & volunteers. We’re looking for someone who can fit in well and bring their personality, creativity and professionalism to our communications and the wider charity.
Experience and mandatory criteria:
· Eligible to work in CAR and travel to the countries in which War Child operates
Significant years of experience in:
· Child protection work in emergency and transitional settings
· In the delivery and supervision of projects in conflict and post conflict environments
o Which combine direct service delivery, capacity building, and advocacy
o Through direct implementation and in partnership with state and non-state actors
o With funding from institutional donors such as the European Commission
· Project management
· People management
· Sound knowledge of participatory approaches
· Developing new projects
· Setting up and implementing monitoring and evaluation systems
· Grant management and reporting – experience of working on institutional grant funded projects would be an advantage
· Rigorous budget and expenditure management
*Technical Skills/Expertise:**
· Master’s Degree or equivalent experience
· Excellent (written and verbal) English AND French

Desirable Criteria:
· Experience in the delivery and supervision of GBV projects in conflict and post conflict environments
· Best practice knowledge of child protection, gender sensitivity, the protective environment framework and child rights programming
C) Contract Terms
Working Hours: Full-time
Probation: 6 months
Start date: June 2016
Salary: £34,650 per annum with other benefits
Leave: 30 days pa pro-rata
Pension: Matching contribution to your private pension up to 5% of gross salary
Other: As defined in standard War Child contract terms
