Overview
War Child works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. Our mission to support and improve the protection and care of children and young people who live with a combination of insecurity, poverty and exclusion in some of the worst conflict-affected places.
Purpose of Post
We are recruiting a Programme Funding Coordinator for the Asia/Middle East region who will work with the country office teams to ensure relevant programming and funding for three country programmes, ensure the compliance with WCUK’s Quality Framework, and help WCUK adopt new ways of working to realise our ambition.
This role will focus on our programmes in Iraq, Jordan and Afghanistan. Approximately 70% of the work will be assisting country office teams to conduct needs assessments, develop project concepts with partners/beneficiaries and submitting institutional proposals, and 30% in developing relationships with established and new humanitarian donors.
He/she will provide on the ground support to country office teams in designing high-quality projects and evidence-based proposals compliant with donor guidelines, in child protection, education and livelihoods. A special focus will be given to Child Protection and Education in Emergencies projects, and to new, larger, and/or longer term consortia opportunities. This position will be instrumental in securing new strategic partnerships with INGOs and will support the Programmes team in London and Country teams access new humanitarian donors. Mentoring country office staff in programme development, proposal writing and programme funding is a core component of the role, which is instrumental in meeting WCUK’s new objectives adopted in the 5 year strategy.
Job Specification: Tasks and responsibilities
Programme design and development – 70%
- Working with country teams on project design and proposal development, with particular focus on programme quality & learning, in particular relating to new, larger, and/or longer term opportunities. Donors may include - ECHO, OFDA, Irish Aid, START fund, Dfid, UNICEF, UNHCR, UNOCHA-ERF, USAID, SIDA, World Bank.
- Supporting Country Offices in conducting needs assessments, partnership assessments, monitoring and build consortia, review lessons learnt and best practices, conduct stakeholder analysis, develop logframes, Theory of Change, Risk Management Plans, Organisational development plans & MEAL plans. This includes co-facilitating project design workshops
- Project concepts will focus on child protection, education and livelihoods. Child protection projects could include: juvenile justice, SGBV, child helplines, child friendly spaces, psychosocial support, case management, monitoring and reporting grave violations. Education projects could include: life skills, accelerated learning programmes, catch up classes and child friendly education programmes. Livelihood projects could include: vocational training, small business development and cash transfers

- Facilitating training in proposal development and PCM practices (assessments, logframes, and project design).

Building partnerships (with donors and INGOs) – 20%
· Leading on design of country specific programme funding strategies with relevant colleagues
- Supporting the Asia/Middle East desk in Monitoring institutional donor calls for proposals and funding cycles.
- Donor identification, diversifying range of contacts and opportunities and working with Country Directors to position WCUK for project submission
· Building WCUK profile and connections to position better for working in consortia, both as lead and sub-contractor.
Other (10%)
- Maintain donor files and accurate records on Salesforce
· Keeping up to date with the major issues and solutions pertaining to protecting children and young people in emergencies
· Undertaking any other reasonable duty and tasks that may from time to time be requested with the nature of the job and its level of responsibility.

Person Specification – Essential Criteria
Experience
- Experience of proposal and budget development, conducting needs assessments, and project monitoring including financial monitoring, and project evaluation
- Experience of working in child protection and education in emergencies
- Experience of consortium work – partnership mapping, MoU
- Experience of Project Cycle Management & programme quality
- Verifiable and successful institutional fundraising track record with key humanitarian donors such as ECHO, UNICEF, UNHCR, OCHA and other international donors such as the EC and DFID
- Experience of remote management and coordination
- Experience of living and working in highly unstable environment
- Experience of working with key child-protection agencies
Technical Skills /Expertise
- Advanced degree in International Development, Humanitarian Affairs, Law, Social Sciences or other relevant fields
- Best practice knowledge of child protection, the protective environment and child rights programming
- Knowledge of the various humanitarian principles and minimum standards (CPMS, SPHERE, ALNAP, HAP)
- Knowledge of international humanitarian aid system and key donors
- Knowledge of the social and cultural context of the Middle East
- Sound knowledge of participatory approaches
- Good budget skills
- Fluent written and verbal English

Right to work in the UK – Mandatory (if UK based)
Contract terms
- Preferred start date: ASAP
- Salary: £34,650 - £36,225 per annum (basic salary)
- Benefits: As per War Child Terms and Conditions
- Leave: If based outside the UK - 30 days per year
If based in the UK - 28 days per year, increasing by one day for each year’s service up to a maximum of 5 additional days
